Many say that cutting is not allowed in origami. Still, some origami models require you to cut the paper at specific points. Scissors are a common cutting device for such a step. They can also be used to cut larger sheets of paper to the required size, but using a cutting knive, a cutting mat, and a metal ruler usually gives better precision.
