This video describes how to fold a fantastic modular origami model called "Hex Wheel" designed by someone who does not want to be named. Ira also calls it a hexa-octahedron, due to its geometry.

can you use foil paper or is it harder to make it

My guess is it would work. The best way to find out is to give it a try!
